Financial Controller

Petro-Canada in its joint venture with the National Oil Corporation of Libya is one of the country’s larger producers; it encompasses exploration, development and production in a number of areas mostly located onshore in the Sirte Basin. To support these business operations Petro-Canada is currently seeking a Financial Controller.

This position is required to safeguard Petro-Canada’s business interests in Libya. Working as the senior key advisor on technical accounting, control and compliance matters to Commercial Manager (Finance), the post holder will be integrally involved in ensuring success in-country. The position is functionally accountable to the Senior Finance Director for the international businesses based in Calgary to ensure Petro-Canada’s Control & Accounting function in Libya complies with the company’s internal and external reporting obligations which include Canadian, IFRS and US GAAP.

The Financial Controller is a key member of the Libya Finance function that is critical to Petro-Canada’s ability to
 control and account for the Libyan EPSAs
 steward and report the financial and operating results of in-country operations
 to support the exploration program and the joint operation of development programs with local governments and partners.

The role supports the Commercial Manager (Finance) to represent the Finance function at the country leadership table and to create and maintain strong Control & Accounting functional linkages into Calgary. The Libya based role will focus on the Control & Accounting Function and contribute to the in-country’s Finance team as a senior team member.

The role will work with London and Calgary counterparts to ensure the in-country control environment meets, and is compliant with, corporate and international governance standards. The role will be accountable for managing significant external relationships – with the National Oil Company of Libya, Harouge Oil Operations and with audit and tax advisors. In addition, this person will provide stewardship of all financial results working with the Commercial Manager (Finance) and Senior Director C&A to support Petro-Canada’s overall business objectives. Consequently, some travel to London and Calgary may be required.


The key skills relevant to this role are strong technical accounting skills, functional expertise in the key functional areas, relationship building, people leadership, problem solving and communication. With such a broad remit, a key success factor for this individual will be his/her ability to prioritize, create a sense of strategic direction and alignment among all staff members, and effectively delegate tasks. Building and maintaining strong relationships with stakeholders will be critical. Finally, building a sound infrastructure of systems and processes including strong separation of controls upon which the business can expand and grow in complexity will be paramount to achieving long term success in this senior role for Petro-Canada in Libya.

9069BR: Onshore Drilling QA/QC Engineer
Role synopsis :
- To ensure Libya Exploration Drilling equipment is compliant with all BP Equipment Integrity.
- Assurance Guidelines and international industry standards. The overall goal being to minimize risk to personnel safety, the environment and business impact.
- To minimize Non Productive Time (NPT) on the drilling rigs during our exploration project. Will involve working closely with our nominated 3rd party inspection bodies and with BP service company contractors to ensure that equipment used in our drilling activities conforms to the BP specified requirements and industry standards.
Key accountabilities :
- Ensure BP’s HSE and Policy requirements are incorporated into all projects.
- Through site visits and audits determine that supplied Equipment/Services from Service Company Contractors conform to BP specified requirements and applicable industry standards. To include shop assembly and testing.
- To monitor local inspection companies to ensure recognized procedures and standards are being followed including evaluation of inspection personnel competency.
- To monitor local machine shops to ensure product conforms to BP specific requirements and international standards.
- Coordination of 3rd party inspectors.
- Investigate and track close out of any equipment or QA/QC related NPT. Manage Non-Conformance reports and records to help identify causes and reduce failure of equipment.
- To become familiar with BP Equipment Integrity Assurance Guidelines and BP supplementary documentation which are applied in conjunction with API standards.
Essential criteria & qualifications :
- QA/QC experience preferably in the oil and gas industry.
- Ability to read, fully understand and interpret standards and specifications written in English.
- Knowledge of Quality Management System requirements. (ISO 9001, API Q1)
- Computer skills.
Desirable criteria & qualifications :
- Recognized Auditor Qualification. (IRCA) Lead auditor or Internal Auditor Level.
- Good communication skills.
- he ability to work with contractors to solve problems and assist with continual improvement.
